Certificates of state registration

 

            On the 1st of July “Customs union's agreement on sanitary measures” (between Russian Federation, Republic of Belarus and Kazakhstan) came into force.

            From the 1st of July certificates of state registration are issued, which are valid on the whole territory of Customs union. Certificates of state registration are without limitation of the period of validity.

            Sanitary and epidemiological conclusions and certificates of state registration issued before the 1st of July 2010 will be valid on the whole territory of the Russian Federation till the 1st of January 2012. The validity of these documents will not be spread to the territory of other Custom union’s member states.

List of goods which is subject to state registration
 

1. Mineral water (natural table, medical table, medical), bottled drinking water, packaged in a container (including for the use in baby food), tonic drinks, alcoholic beverages, including low-alcohol products, beer.
 

2. Specialty food products, including baby food, food for pregnant and lactating women, dietary products (medical and prophylactic), food for athletes (hereinafter - special foods), biologically active food additives, raw materials for production of biologically active food supplements, organic products.
 

3. Food products produced using genetically modified (transgenic) organisms, including genetically modified organisms.
 

4. Food additives, complex food additives, flavorings, vegetable extracts as flavor substances and raw materials, starter cultures of micro-organisms and bacterial starter cultures, technological aids, including enzymes.
 

5. Cosmetic products, remedies and products of oral hygiene.

6. Disinfectants, pest and deratization means (for domestic use, in hospital and other facilities (except for use in veterinary medicine)).
 

7. Household chemical goods.
 

8. Potentially hazardous chemical and biological agents, potentially dangerous to humans (except drugs), individual substances (compounds) of natural or synthetic origin, capable of in terms of production, use, transportation, processing, and also in domestic conditions to have adverse effects on human health and the environment.
 

9. Materials, equipment, devices, and other technical means intended for use in drinking-water supply.
 

10. Personal hygiene items for children and adults; up to three years child items: tableware and products used for nutrition, hygiene items for child care, clothes for children   (First layer).

11. Produce intended for contact with food (except for cookware, tableware, manufacturing equipment).

 

List of documents required for state registration of products,

manufactured outside the customs territory of customs union:

 

1. Copies of documents whereby products are manufactured (standards, technical conditions, regulations, instruction manuals, specifications, compositions), certified in accordance with Legislation of the country where state registration is conducted;

2. Declarations from producer (manufacturer) on the presence of genetically modified organisms, nanomaterials, hormones, pesticides in food products;

4. Document from producer (manufacturer) on the application of (operation, use) products (instructions, manual, regulations, guidelines) or its copy, certified by producer (upon availability);

5. Copy of a document from producer (manufacturer) proving the quality and safety of samples under consideration, certified in accordance with Legislation of the country where state registration is conducted;

6. Copies of labels (packaging) of products certified by producer;7. Originals or copies of documents on the specific activity of biologically active supplement (for products containing unknown components, unofficial formula), certified in accordance with Legislation of the country where state registration is conducted;

8. Originals or copies of documents containing toxicological characteristics of a product (for pesticides, agrochemicals, repellents and plant growth regulators), certified in accordance with Legislation of the country where state registration is conducted;

9. Data about water well (for drinking, mineral water);

10. Copy of a document proving free circulation of products on the territory of country of origin, certified in accordance with Legislation of the country where state registration is conducted, or information about needlessness  of issuing such a document, issued in accordance with Legislation of country of origin (apostille);

11. Test protocols, research reports, scientific reports, expert reports;

12. Copies of documents proving an import of product samples on the customs territory of customs union, certified in accordance with Legislation of the country where state registration is conducted;

13. Power of attorney (apostille).
